I agree with your points that storing files as files on disk is better than 
putting them into a database column; there are many articles written on this 
topic that agree with this assessment. However, I must disagree with this one 
point:

There's no reason to store them base-64 encoded (or encoded in any way) in the 
database; they're just stored as blobs -- binary data -- and I don't know of a 
reason why the database engine wouldn't just natively store that, taking up 
roughly the same amount of space as it would to store it as a regular file.
