Solved. The holdup was this line in Model::saveAll()
if (Set::numeric(array_keys($data))) {
So I needed to be saving like:
$this->ElectionVote->saveAll($this->data['ElectionVote'])
And, indeed, the Cookbook's example is:
$this->Article->saveAll($data['Article']);
It all makes perfect sense to do it this way but it's a damned easy
thing to miss.
