Upgrade from 1.1 to anything will be painful. If you need only bugfix your project I recommend to stay on 1.1. But if you need to develop new features / change existing ones, better upgrade. In this case of course upgrade to 1.3 but better wait for stable if you have time. Or start migration now as it will definitely take time and upgrade to new versions when they come.
