Although I had the same issue when I first used it, it quickly became a non-issue to me when I realized that it's actually better that way. Many of today's spam filters will automatically flag an email as spam if it has over a specific number of recipients in ONLY the TO field. As for whether this behavior is correct or not, I don't know. I placed the remaining contacts in the CC parameter.
