I, too, occasionally experience 'down' or 'v. slow' problems. My solution was to copy the book-in-a-page http://book.cakephp.org/complete/3/the-manual to your local machine (and refresh it regularly to catch updates).
There is a nice API here which you can download : http://www.tig12.net/pages/if/cake/apidocs/cake_apidocs/index.html but I don't know how current it is kept. The author seems to have his fingers in several pies....he makes some quite nice telescopes. I don't use this API much as the real one has to be more definitive.
