I think the best way is to checkout the cake dir from svn:

svn co https://svn.cakephp.org/repo/branches/1.2.x.x/cake cake

then you upgrade doing: svn up

And this is what I use for keeping in touch with the latest changes,
with any feed reader:

https://trac.cakephp.org/log/branches/1.2.x.x?limit=100&mode=stop_on_copy&format=rss
