Add the line: RewriteBase /~user/
to the .htaccess files that already exist in your cake installation. They should be found in app/.htaccess and app/webroot/.htaccess (this last one may be redundant). Assuming you haven't changed the location of any Cake folders and files, this should solve your problem.
