If your level of customisation *really* rules out osCommerce and
similar systems, then CakePHP is probably a pretty good way to start.
I'd make sure you know relevant security practices before you start
coding in detail, including OWASP.org, PHPsec.org and PCIDSS.

Really.  Make very very sure.  This isn't someone's life you're
playing with - it can be much more expensive than that! ;-)

If you build a general customisable e-commerce framework and release
it under a free software licence, then fame, fortune and the wisdom of
the ages awaits you... or at least you probably get help bugfixing it.
