The scaffolding should automatically create this for you if you have the associations set up correctly. What form element is it currently showing for the "province_id" field in your /users/edit action? Otherwise you can do it manually by having $province_options = $this->User->Province->generateList(); in your users controller action, and use this $province_options as the options for your select list.
