You'll need to name it in the form Model/Property:

$html->submit('Go', array('name'=>'Data/action'));

Then on the controller you can do:

$this->data['Data']['action']

I think all you need is to define the name attribute of the button.
$html->submit('Go',array('name'=>'action'))

In your controller, the value of $this->data['action'] should be 'go'
