Essentially you want to do something like
$records = $this->offerpromo->find('all', array(
'conditions' => array('Offerpromo.end_date <' . date()),
'joins' => array(
array( 'table'=>'db_offer',
'alias' => 'Offer',
'conditions'=>''Offer.offer_id = Offerpromo.offer_id))
);
