I think it's a simple matter of routing configuration:
In: app/Config/routes.php
<?php
// Your admin/gallery/etc page
Router::connect(
'/admin/*',
array('controller' => 'admin', 'action' => 'display')
);
// Some other non-image pages
// The image fallback. Place at the bottom to allow special routes for your
other pages
Router::connect(
'/*',
array('controller' => 'image', 'action' => 'show')
);
