thats a damn good question^^ but besides that - I just had to do the very same thing with a fresh 2.1 and a new app bake complained about the missing file I created it in the same location just like you did. and everything worked. in less than 1 minute.
so it might still be wrong what you put into that file after all the docs are correct about what to put in it.
