I believe it depends on your .htaccess file as well. I have this:
RewriteCond %{REQUEST_FILENAME} !-d RewriteCond %{REQUEST_FILENAME} !-f RewriteRule (.*) app/webroot/$1 [L] To check for a file or directory.
