David, first of all, the AppModel and AppController that ship with Cake
will always be empty files.  They're meant to provide the user (you)
with a base class that all of your models/controllers can inherit from.

That said, if you still want to try this, just call require_once in
AppModel itself, at the end of the file.  That way it only tries to
load it once.  The other thing you could do is wrap the
require/require_once call in if (!class_exists('MyBaseClass')) {
/*...*/ }
