I can also confirm this bug on Ubuntu 20.04 and the latest Arch Linux. A test on Manjaro 20.02 provides a stable cairo-dock, the launchers submenu "edit" works there. A package comparison between Archlinux and Manjaro did not give any clues...

The sub-menu showing the launcher's name has items "edit", "remove", and "move to another dock". The "edit" item no longer works; it used to bring up the "current items" view with the launcher's entry selected.
