This article you linked is almost six years old. And is referenced in
the video below

The video in the petition outlines the issues with what is happening -
and how one of the stations in his particular area has gone encrypted
- and he's lost access to it... and despite what this article is
saying, you cannot actually record any encrypted ATSC 3.0 broadcasts
as tested, additionally the spec allows for expiration of the content.
