For those that don't know, me and my father came into posession of a
used Kenwood TS-820s in various states of disrepair.
Currently, we have fixed these problems:
- Dead lamps in meter
- VFO disabled
- Frequency counter broken

After fixing that, we we able to have a QSO with a station in AL.
Shortly after that, however, it failed again.
We've looked on the web for information but found it lacking.
Our symptoms are:
When going through the tune-up procedure on K4EEA's website:
Mode = Tune
Meter = ALC
Load = Fully CCW
Plate = Middle of band
it says to peak the meter with the Drive control. However, the ALC meter
is always at 0, with no swing at all.

We've tried these:
- Check voltages from transformer + rectifier
- Replace driver tube
- Ran finals thru a tube tester, came out good.
- We measured the voltage on the Air-Variable cap, expecting a
  lowest reading of -2.2 VDC. However, ours was always V > 0 with no
  variation as the cap changes.

We're at a loss as to what to try next.
Anyone have any ideas?
