Surprised and sorry to hear that some feel excluded... My experience has been the exact opposite. As a newbie ham who had never been on HF, I attended what must have been my 3rd or 4th BVARC meeting about 3 years ago, and they happened to be doing elections. Nobody ran for Corresponding Secretary, so I walked up to N5VCX as things were winding down and volunteered to do it. I've been knee-deep in BVARC business ever since. I've never felt ostracized, but I guess I didn't wait around for a welcome committee, either... Maybe that was the difference. I've not seen anybody here intentionally exclude anyone else, but perhaps we should be more mindful about being explicitly welcoming.
