Do you have a computer running Linux?  I downloaded a CHIRP image and put
it on a bootable USB drive that was made bootable with UBINIT, and now I
restart my laptop to boot from the USB drive.  When the program comes up
the UV-5R list is downloaded, modified with your choices and loaded back up
to the UV-5R.  I guess the UV-82 would be similar.  Probably a Windows(TM)
machine would be easier, though.
