Per the home page article, the ARRL board is meeting to discuss the bill on
January 20th and 21st.
Inform the board (and your representatives), that the bill as written, will
have unintended detrimental consequences to the licensee:
- Due to indefinite inaction or delay of an HOA (not as a result of failure)
to enact reasonable rules and/or permit an antenna.
- The bill does not define the steps to HOA approval. In that quixotic
hurdles can be required of the licensee as part of the HOA approval process.
- That guidance is lacking and should be provided "concerning height,
location, size, and aesthetic impact of, and installation requirements for,
outdoor antennas and support structures for the purpose of conducting
communications" before the bill is passed.

effort? This sounds like a natural connection to get some lobbying done in
support of modifying the legislation or killing it. If they don't get involved,
they're out of business, at least when it comes to ham radio gear. JP

This is truly a sad day. This certainly is the last nail in the coffin of
amateur radio.
If you haven't read it, please read the article in the BVARC Newsletter,
October 2016, Page 3. Go to www.bvarc.org and click on "club newsletters" in
the left column of the home page.
The very short version is that a) Unless already pre-approved, it will be
illegal (AGAINST FEDERAL LAW not just against deed restrictions) for anyone
living in an HOA community to put up even a stealth antenna prior to receiving
approval from an HOA. Per attorney interpretation, as there is no grandfather
clause, even such existing antennas must come down. b) no one will EVER get
approval from any HOA. c) accordingly, home base operation will virtually cease
to exist in HOA communities.
Many of us, and more importantly many prospective hams, that live under the
axe of an HOA, we would be limited to mobile, portable or remote ops for
day-to-day on-the-air activities. Imagine what that will do to us, but more
importantly to the prospect of drawing new people into amateur radio.
I reiterate, please read the article.

ARLB005 New "Amateur Radio Parity Act" Bill Introduced in US House
of Representatives
H.R. 555 - a new "Amateur Radio Parity Act" bill - has been
introduced in the U.S. House of Representatives. The bill's language
is identical to that of the 2015 measure, H.R. 1301, which passed in
the House late last summer but failed in the waning days of the US
Senate to gain the necessary support. As with H.R. 1301, the new
measure introduced on January 13 in the 115th Congress was sponsored
by Rep. Adam Kinzinger (R-IL), with initial co-sponsorship by Rep.
Joe Courtney (D-CT) and Rep. Greg Walden, W7EQI (R-OR). Walden now
chairs the House Committee on Energy and Commerce, to which the new
bill has been referred. H.R. 555 will get an initial airing in the
Subcommittee on Communications and Technology. When H.R. 1301 came
up in committee, Walden spoke forcefully in favor of the measure,
which ultimately attracted 126 House cosponsors.

important legislation," said ARRL CEO Tom Gallagher, NY2RF.

You!' for his efforts on their behalf."
H.R. 555 calls on the FCC to establish rules prohibiting the
application of deed restrictions that preclude Amateur Radio
communications on their face or as applied. Deed restrictions would
have to impose the minimum practicable restriction on Amateur Radio
communications to accomplish the lawful purposes of homeowners
association seeking to enforce the restriction.
The ARRL Board of Directors is expected to discuss the pending
legislation when it meets January 20-21.
