That Senator didn't realize that the revised version took everything away from 
the ham operators so he thought he was voting against something that favored 
amateur radio operators. As of yesterday he has agreed to vote this time in 
favor of it. With the accelerated procedure a unanimous vote would've passed 
it. It didn't have to go to the floor.
