There are several possibilities within BVARC.  See that below in RED. I have 
given you their name and cell phone numbers.  I think it would be MUCH MORE 
effective if the Vice Director of ARRL West Gulf Division would CALL them with 
the requests below rather than the "Chairman Emeritus, Greater Houston Hamfest" 
- Hi, hi - but seriously, you have more clout.

 

I have also copied Mike Hardwick, N5VCX, who you know.  He has been into the 
emergency thing big time and has contacts there.  He is a Past President of 
BVARC ( 3 terms, 6 years), etc.  His cell number is 713-826-6917.  Mike is also 
"tuned to" the media and might be able to help in those areas also.  Mike is 
specifically in contact with a VIP in Harris County Emergency Management so it 
is important that you two connect at this time.  I just called him and he said 
he is on the road but can get to his computer in about 45 minutes.  I STRONGLY 
suggest that if you don't hear from him before about 1:30 that you try to reach 
him.

    As always, well done!

    HB 939 is still tied up in Calendars; we are trying to get it out.

    Do we have anyone who works for a state, city, county that could call Davis 
and tell her that they think it is important to public safety and the health 
and welfare of citizens that this bill pass?  See Mike Hardwick, N5VCX, 
reference above.  He has the right contacts here.  And/or do we have such a 
person or persons who would be willing to make such a statement to a reporter?  
Mike Hardwick, is the BVARC VP and is currently the "Acting President of BVARC" 
in that Bill Stone ,WS5H, has extended illness and has been in the Hospital at 
least 2 weeks.  Because of Mike's experience and "presence," he might be a good 
person for this.


    The reason for the question regarding a "reporter" is that we may be able 
to get the Texas Tribune or the Quorum Report to do a piece on the generator 
bill; if we can so persuade them, they would like to have comments from people 
involved in disaster/emergency response/law enforcement who could comment 
favorably on the benefits of citizens having the opportunity to install standby 
electric generators.

    If we have any Hams who owned permanently installed generators at the time 
of the last storms to devastate the Texas Coast who could speak to a reporter 
about how important/beneficial the generator was to them, that would also be 
very helpful.  I know 2 at least that I believe have full standby generators 
(Generac type or similar).  These are Allen Brier, N5XZ (c)713-705-4801 and 
Larry Jacobson, K5LJ, 281-341-0436, however I don't know if the generators were 
in place during the last "Biggie" (Hurricane Ike). 



    Thanks again for spreading the word. Enclosed are the two handouts we are 
distributing at the Legislature in connection with the bill. One is a 15 page 
brochure and one is a one-page double-sided handout that include the key 
information from the brochure. You are free to distribute and post these as you

I just called my TX State Rep (Sarah Davis, who is on the list below) and got 
through to "John" on my first call, first ring.  He said that he is an aid and 
would take the message and pass it along to her.  I called her office in 
Austin, NOT the local office here in Houston.  John said that to call the 
Austin office "for legislative issues" would be good.  

 

One thing that your "To Call" instructions did not say was for me to advise her 
that I am in her district (which I did).

 

I will forward the e-mail below to the BVARC reflector.  There are probably 
some members who are on the reflector that do not receive the ARRL Alerts.  I 
will do that around noon or 1PM, in case you have any comments before I do so.

 

I have also identified most of the BVARC members who are in Sarah Davis'

We, of course, are also hyping it on the 2M Repeater that BVARC uses.

The ARRL West Gulf Division’s HB 939 has been approved by the House
Business & Industry Committee on a 7-0 vote.

But, HB 939 has been trapped in the Calendar’s Committee by the
HOAs.
The Calendars Committee has to set the bill on the House Calendar
before
the Texas House of Representatives can vote on it.

HB 939 requires that HOAs/Homeowner Associations permit Hams & other
Texans to install standby electric generators. This bill is important
as it is the third in a series of four bills which, we plan, will end
with amateur radio operators obtaining permission to install antennas
at their residences in Home Owners Associations (HOA’s). 

HB 939 is a bill drafted by and introduced by the ARRL West Gulf
Division — David Woolweaver K5RAV, Director and John Robert Stratton
N5AUS, Vice Director.

HB 939 is sponsored — at the request of the ARRL West Gulf Division
— by Rep. Rene Oliviera (Harlingen), Rep. Tony Dale (Cedar Park) and
Rep. Matt Schaefer (Tyler). 

We need those members who live in the districts of the Calendar
Committee Members to FAX or CALL — if you can’t fax — the
Calendar Committee member in whose District you live before Friday,
April 24, 2015. Do not email – we have learned that due to the
volume
of emails received, Legislators do not timely read emails.
