I think the distance from the noise floor is important. If you're got a barely perceptible signal, then increasing 6db gets you a lot more than it does if the signal is already a 30dB over the noise.

Sometimes the receiver indicates a larger jump too, S-meter wise, which points to a receive chain performance issue – non linear AGC gain response. I am guessing here.
