We noticed a network blip at the same time this happened. I figured I'd
pass this along in case anyone else noticed and wondered what caused it.

The Internet2 connection from Eugene to Sunnyvale bounced at 13:56.
This caused BGP peering sessions to drop between NERO/OGIG members and
Internet2 on the south path.
The circuit has not bounced again and BGP sessions have reestablished.

We continue to monitor and are reaching out to Internet2 for additional
information.
