We replied to your ticket (and infra discussed a bit on HipChat), but wanted to answer back on the list. Yes, we'll send out a restart notice to builds@ from now on when Jenkins gets restarted out of a scheduled maintenance window. There is a plan in place for us to move the VM to a new/faster box that will help with some of the "unscheduled" downtime.
For a shameless plug, we've just updated status.apache.org which includes any page to our on-call person. So if Jenkins goes down and we get paged, status.a.o gets updated and the incident is kept in history. This is also where maintenance windows will be displayed and updated. You can subscribe to updates for that page via various sources (email, twitter, webhook, etc.) but be aware that it's kind of a fire hose of alerts. -Chris T.
