Tomcat 7 needs Wine to be able to launch NSIS installer builder to build a
Windows installer package.

This build step is optional and will be skipped if "skip.installer" Ant
property is set in configuration. As a temporary solution I plan to reconfigure
Buildbot to skip this step.
