[JIRA filter request] Add TAJO Jira filter to the PreCommit-Admin job

Hi folks,

I would highly appreciate if you could add TAJO jira filter to the
precommit admin job. PreCommit-TAJO-Build is the prepared precommit
jenkins job for Tajo.
