Hello builds

I notice that apart from the three missing jobs I mentioned above, there is
a problem with the "Restrict where this project can run" feature.  The
values from all our remaining job configurations have disappeared, and, if
I try to re-set the value, it the update is immediately lost.  The symptoms
I see appear to match https://issues.jenkins-ci.org/browse/JENKINS-14197

I just created a new test job
https://builds.apache.org/view/M-R/view/Qpid/job/Qpid-Test/ and tried to
restrict to "ubuntu" and then "solaris1", but neither setting 'sticks'.
