We hate snapshots, and are (trying) to use a shared workspace to pass
artifacts  down from job to job without publishing them as snapshots.
If the 'here's a global settings file' feature of hudson ever got
fixed, I'd be more friendly to setting up an extra snapshot repo for
this purpose instead.
