We used to have problems with timeouts due to lack of entropy in /dev/random
causing delays in tests.  Those builds took > 30 minutes to fail.

Those issues are pretty much resolved now and this is a new problem.  These
new failures occur in < 30 seconds (note seconds not minutes).

I think that this is a new problem.
