I have been hosting OpenBSD torrents on http://openbsd.somedomain.net/ for nearly 10 years now. They exist, but really they aren't useful. Hosting bandwidth has grown significantly faster than the size of OpenBSD and as mentioned elsewhere, cdn.openbsd.org will almost certainly give you better performance than using torrents. So my answer, after many years of experience, is that yes it's possible to distribute the OpenBSD installer and such as torrents. The only reason to ever do it was to be able to say they exist. They don't improve anyone's experience, so in general you shouldn't do it. Ten years ago it was new, cool, and ~500M was a big download so it was probably worth it. Now, you probably download 500M of Javascript visiting some websites.
