Conditions:

* Recently upgraded from 4.8 to 4.9 on a firewall/gateway box. All working
well (clock source lags for some reason, but other than that fine).
* Onboard bge network chipsets do not support MTU > 1504 (needed for QinQ
tagged traffic)
* Added PCI-X Intel PRO MT-1000 dual port card
* Rebooted, box took longer than normal to come up, but came up and was ok
* Went to bring up em0 (plugged into a Copper port on an Alcatel-Lucent SR12
7750 router )

Results:

* Immediately on issuing ifconfig em0 up kernel panic, all network traffic
to box (on other interfaces i.e bge0 bge3) stops

Attempts to workaround:

* Tried using single processor kernel (box only has one physical anyway),
and rince, repeat... same results with sp kernel
