I don't know how to specify CSS to break lines up this way. If there isn't, could texinfo put the nav panel in a grid for flexbox or something so that I can add CSS to make it flow neatly for small screens? Even allowing CSS to add a style to the Next, Previous, and Up labels would help a bit.

We could try somethink like:

I modified my html file with this change. And add the span for the [Content][Index] too. I get:

This looks good. I think I'd like the Contents and Index on a separate line.

And since I'm wishing for things it might be nice to be able to control the font weight (or other style) for "Next". I think it looks good as bold, but I might not want the link to be bold.

The downside is truncation for really short windows with long text, but I think that is tolerable in this context.
I think so too. Wrapping the long text would make it look funny too.
