There is no comprehensive list. A few years ago (possibly 2021) I crawled Savannah (GNU's software hosting website) for Texinfo manuals. I wish I had recorded what I did in a more organized way, as I ripped and processed the files in a somewhat piecemeal and ad hoc fashion. It seems that I downloaded the contents of hundreds of separate git repos from Savannah (I have two separate lists, which is one point of confusion, so not sure if I downloaded from 376 or 1017 repos. It's possible the larger number includes Savannah projects without git repos.) I reduced this to a list of 215 manuals. Not all Texinfo manuals will be online in HTML format and so wouldn't be listed in htmlxref.cnf. There will also be manuals that are online in HTML but have never been added because nobody reported them to be added.
