Processing groff.texinfo from groff's CVS I see, compared to version
4.12, the following, for example:
File: groff.info, Node: Concept Index, Prev: Program and File Index, Up: Top

This is clearly a bug. Using `Anhang' instead of `Appendix' must only
happen if @documentlanguage is set to a German locale, and must *not*
be influenced by the current locale set during a run of the `makeinfo'
binary.
BTW, groff.texinfo contains [EMAIL PROTECTED] en'.
