For what it's worth, in case the information proves helpful debugging
this issue, I ran a simple C program which called "stat" on this
directory and then called
   printf("tv_nsec:   %lu\n", sb.st_mtim.tv_nsec);

The output of this was "tv_nsec:   2437674416".
