Leslie Polzer is working on integrating partimage with parted.
Partimage is useful for backing up file systems.  However, it doesn't
understand filesystems at the same level of detail that you proposed: it
just figures out which blocks are free, and write all other blocks to a
file.  This is significantly easier to implement.
