Follow-up Comment #11:

I believe we have chosen a way forward for this issue, which is described in
bug #64185

Basically we've decided it is now and shall forever be illegal to begin a
conditional line with a TAB.  This requirement was always in the documentation
but the parser was more lenient.  For the next release (or two) we will simply
emit warnings but continue to parse the makefile as before; after that we will
probably change the parser so that any line beginning with a TAB will never be
considered to be a conditional.

I decided to not try to behave differently when RECIPEPREFIX is set (at least,
for now).
