By default, it's the same as the make that was invoked at the top-level, as documented [https://www.gnu.org/software/make/manual/html_node/MAKE-Variable.html here], but the makefiles could always change that, eg [https://github.com/buildroot/buildroot/blob/master/package/Makefile.in#L23C1-L24C74 here].
