Follow-up Comment #5, bug #66011 (group make):

In my case the nonexisting.h doesn't exist, because I did a refactorization
that removed it, but I forgot to update the header list in the Makefile. After
a while I noticed that making changes to certain headers was not a reason for
recompile, and found out that it's those headers that are listed after
nonexisting.h.

You're right. If a prerequisite file doesn't exist, and there is no rule to
create it, that should be an error.
