As Dmitry mentions most functions don't have an entry in FEATURES. They can
almost always be detected by simply trying to invoke them and observing they
don't work.
I will say that this is becoming more difficult now that we are providing
warnings about invalid variable names (containing spaces). We may need to
reconsider this position for future new functions, or maybe just provide a way
to get a list of defined function names.
Another option is to check for some other feature that was added in the same
release, such as 'jobserver-fifo'. Not great I know.
