I wonder where you got a Windows binary distribution of a 15 year old version 
of Make.  This mailing list is from the GNU project, whose download site is 
linked from https://www.gnu.org/software/make/ as http://ftp.gnu.org/gnu/make/. 
 I see only source tarballs there.  The primary maintainer's site, 
https://make.mad-scientist.net/, explains "In general, pre-compiled versions 
aren’t available".  He goes on to write "Eli Zaretskii makes pre-compiled 
Windows versions availabe [sic]; try 
https://sourceforge.net/projects/ezwinports/files/?source=navbar and search for 
the make-....zip files".  A quick Google reveals many other choices, like Mr 
Ionescu's suggestion below, very few of which, in my experience, which I'm 
afraid has been entirely outside the .hr TLD, are likely to offend your 
sensibilities with Croatian.
