Good question. I didn't do anything special to get it.
My build script (that worked up to 4.2.1) does this:
export CC=x86_64-w64-mingw32-gcc
export CXX=x86_64-w64-mingw32-g++
make mingw64_defconfig HOSTCC="gcc" HOSTCXX="g++"
make HOSTCC="gcc" HOSTCXX="g++"

No, since I'm running the build on Linux, not on native MS-Windows.
Any suggestion how to get rid of the unwanted Gnulib fcntl.h?
