In 3.82 we have .SHELLFLAGS, and based on your comment about quoting etc. I'm
not sure it's worthwhile to try to do even more special-casing here.
Eli, go ahead and reopen if you disagree (but please mark this "Enhancement"
instead of "Bug", and if you have an idea set the Triage Status
appropriately).
