I might need to reopen that bug; there definitely was a change in behavior WRT filenames containing spaces between 3.80 and 3.81. I need to look at it to see what's going on. I'd be interested to see the same test with "odd characters" but not whitespace. As far as I know, GNU make is UTF-8 compatible.
