Cygwin 1.7 passes the configure tests without needing any assistance from gnulib, so it compiles neither fflush.c nor fseeko.c. And cygwin 1.5 is dead (no more development). Therefore, cygwin will never be impacted by this change, nor have to worry about the type of _offset.
