Consider upgrading; the latest stable version is 1.4.13, and has some
improvements to syscmd.

You may want to insert more debugging within your .bat script, to ensure
that it is being executed the way you think.  I personally haven't used m4
to run cmd scripts via windows m4, but cmd is such a hard shell to quote
properly for in the first place that I wouldn't be surprised if you are
invoking it incorrectly from your syscmd.

These two lines don't correspond to the output you showed above.  Posting
a complete reproducible testcase might help clarify exactly what you tried.
