There's your problem.  This is a known issue, and already fixed in m4.git:

The GNUwin32 folks need to apply this patch:

or you can build a more recent snapshot while waiting for me to release m4

You could also try a different port of the GNU tools on Windows; I much
prefer cygwin over GNUwin, and can vouch that cygwin does not suffer from
the problem of Microsoft's stupid introduction of SIGABRT_COMPAT.
