My guess is that the bug lies in the initialization of signal handlers,
since that is about the only thing that happens prior to text output in
the --version usage.  One thing I noticed in the gnulib logs is a patch
that happened after m4 1.4.12, which addresses signal handlers on Windows
2008; I'm guessing that it is also relevant to your Vista situation:

In which case, my plan to release m4 1.4.13 by the end of this year should
